D.L. Moffitt serves as a Fiscal Innovation Specialist at Foster America. In this inaugural role, D.L. provides oversight and management for the Fiscal Leadership Circle, a 12-month national fellowship focused on increasing community and prevention resources while decreasing the use of out-of-home placement. He also offers expertise, technical assistance, and policy analysis to states and organizations seeking to maximize and optimize Title IV drawdown of the U.S. Social Security Act.
D.L. builds on experience in progress monitoring $25 billion across local, state, and federal agencies, leveraging his skills in implementation science, continuous improvement, cultural equity, and program management. He holds degrees from George Mason University and Columbia University.
