Louie Gasper comes to Foster America with experience managing projects and providing technical assistance under the Children’s Bureau and ICF, working with Nevada, the Northern Mariana Islands, Minnesota, California, and Washington, D.C. He has supported state agencies with the development of equity-focused products, including frameworks, logic models, theories of change, communications and community engagement plans, training, and curricula. Louie has also served as a capacity-building consultant for the Child and Family Services Agency, helping to develop the agency’s philosophical statement; diversity, equity, inclusion, and belonging (DEIB) glossary; and DEIB change management framework. He also serves as the Partner Engagement Advisor to the U.S. Health & Human Services Equity Technical Assistance Center (ETAC), where he advises on change management strategies and helps to shift power to lived experts. Louie has also consulted for the American Bar Association, National Association of Counsel for Children, Youth Move National, and Think of Us.
